From July 1, 2025, foreigners residing in Vietnam can officially apply for a Level 2 Digital Identity Account, under a 50-day nationwide campaign launched by the Ministry of Public Security (Plan No. 370/KH-BCA-V01, dated June 20, 2025). This initiative simplifies administrative procedures and expands access to digital services for foreigners.
Who Is Eligible?
- Foreigners aged 6 years and above
- Must hold a valid temporary or permanent residence card
- In-person registration required at a local Immigration Office under the Ministry of Public Security
- Minors under 14 or those under guardianship:
- Must be accompanied by a legal guardian or representative
- Guardian must use a Vietnamese mobile number registered in their name
