From July 1, 2025, foreigners residing in Vietnam can officially apply for a Level 2 Digital Identity Account, under a 50-day nationwide campaign launched by the Ministry of Public Security (Plan No. 370/KH-BCA-V01, dated June 20, 2025). This initiative simplifies administrative procedures and expands access to digital services for foreigners.

Who Is Eligible?

• Foreigners aged 6 years and above
• Must hold a valid temporary or permanent residence card
• In-person registration required at a local Immigration Office under the Ministry of Public Security
• Minors under 14 or those under guardianship:
• Must be accompanied by a legal guardian or representative
• Guardian must use a Vietnamese mobile number registered in their name

Foreigners must visit the Immigration Management Division that corresponds to their current place of residence. Below are some key offices across major cities in Vietnam:
